India-A Soft State? A Biased State?

Every time there is a bomb blast(its kinda become a weekly occurrence these days in the country), this debate crops up in all the news magazines and news channels. heated arguments, blame game, mud slinging- we see it all.
bomb blasts in a state, religious pogroms in another.
the state has to come up with something. there is an encounter, 2 Muslims and a cop die. we do not know for sure if they were terrorists.It's all muddled up. The cop-may his soul rest in peace, an unwarranted death.(why wasn't he wearing a bullet proof vest?or did i get it wrong?).
Government shows its tough on terrorism.
The religious pogrom.Hundreds die, Thousands live in mortal fear of their lives, churches vandalized. The perpetrators go around claiming responsibility, threaten future attacks, say no to forcible conversions they say, u get back your life if u renounce your faith and join us-they say.
The state is helpless, yes there is a police shootout, we really do not know who died. People who started it,? the victims? we will never know.
Guess the only thing that the state is good at is cover ups.
India has trouble in the North-east. India has trouble in the Hindi belt. India has trouble in the east. There is trouble in down south. has had it since independence. Haven't seen a solution so far. Does it mean we are a failed state?
The Nuclear deal, the nuclear test and the economic growth? helped us anyway.?
There are a thousand questions and no answers.
will our country ever be rid of caste politics? regional politics? dynastic policies? If it were free of it will we have peace? Is it the politics thats corrupting us or is it just us? ignorant , indifferent us.

either oblivious to the tragedy or just apathetic.
I write about it and thats pretty much the only thing i do.
You see these things happen in such frequencies that it no longer affects you. You are a passive observer leading your life. ashamed? i feel no shame.Ive become thick skinned.
lulled into complacency by the safe environ around me.
